I had this issue last month! For Steam version, sometimes you need to modify the engine.ini file. Go to Steam\steamapps\common\Mafia II Definitive Edition\pc and open engine.ini with Notepad. Look for the line Language=english and change it to your preferred language code (like german, french, spanish). Save the file and launch the game. Backup the file first though! Also, the voice acting is only available in English, Russian, German, French, Italian and Spanish - other languages will have English audio with subtitles in your chosen language.
