How to get permanent commission in indian army?

I am from the US, so I had to look this up for you. It looks like there are a few ways.

For young people, after high school, there is the National Defence Academy (NDA). There is also a Technical Entry Scheme (TES). These seem to give a permanent commission from the start. If you finish college with an engineering degree, there is a Technical Graduate Course.

Another way is to join for a short time first. This is called Short Service Commission (SSC). After some years in service, you can ask for a permanent commission. But it is not a sure thing. Your work must be very good. And there must be a spot for you. Hope this helps.
