The Euro 2020 was the 16th edition of the European tournament. The tournament was originally going to be played in 2020 but was delayed due to the COVID-19 outbreak.

For the first time, the final phase of the European Championship was going to have cities from 13 different associations on the continent as venues, according to a decision adopted in January 2013 by the UEFA Executive Committee, to celebrate the 60th anniversary of this competition. The continental organization had prepared reports that were presented to its Executive Committee, which determined on September 19, 2014, in Geneva (Switzerland), the 13 cities that would host the tournament.

Due to delays with the construction of the Eurostadium (Brussels), this venue was discarded in 2017: a total of 12 venues remained. In addition, due to the impossibility of public attendance in Dublin (Ireland) and Bilbao (Spain), these venues were replaced in 2021; in the first case the parties were transferred to the also designated St. Petersburg (Russia); while in the second, Seville (Spain) was the emerging replacement. ​

Due to the experience of the last World Cup Soccer tournaments, 9 to 12 stadiums are needed to host this competition. Only offers from large countries or joint offers from two or more medium-sized countries would be preferred.

Initially, the city of Brussels (Belgium) had been chosen to be one of the 13 host cities for the tournament, but due to the fact that the Eurostadium did not meet the conditions imposed by the UEFA Executive Committee, it decided that the four matches (three from the group stage and one from the round of 16) that were initially going to be played in Brussels were played at Wembley Stadium in London.

On April 23, 2021, the UEFA Executive Committee decided to transfer the matches to be played at the Bilbao venue to the La Cartuja Stadium, in Seville, and those at the Dublin venue to the Krestovski Stadium, in Saint Petersburg (which already was designated among the winners), after the problems in both venues to host matches with fans.

The host cities were grouped into six pairs based on sporting level and taking into account geographical considerations and security restrictions. A random draw assigned the groups on December 7, 2017: Each qualified host country will play at least two matches.

The home games of the host teams are defined by the following criteria.

If a host team fails to make the play-offs, the path winner will take the host's place in the match schedule and play all two or three matches based on the criteria in the host's home city. The draw will take place on November 22nd, at the headquarters of the European football governing body in Switzerland.

This was the first time in which the qualifiers for the Euro Cup came from two different tournaments: the Euro 2020 Qualifying, which assigned places to 20 teams, and the new UEFA Nations League 2018-19, which awarded the 4 places remaining for the tournament. The draw for the group stage of the Nations League took place in Lausanne, Switzerland on January 24, 2018, while the draw for the qualification took place in Dublin, Ireland on December 2, not counting the play-offs.

The headquarters of the base camps of each of the teams participating in the championship were announced on Monday, May 17, 2021.

The draw for the final tournament took place on November 30, at 18: 30 local time, EET, at Romexpo in Bucharest, Romania. The four play-off teams are not known at the time of the draw, and will be identified as play-off winners. The principles will apply.
