Life insurance is personal insurance, which covers natural persons against risks inherent to human life and physical integrity such as illness, accident, disability, death. Even if they do not include any cover against the aforementioned risks, the savings contracts marketed by insurance companies (at guaranteed rate or in units of account) also come under life insurance. Luxembourg has historically stood out for the success of life insurance and reinsurance. Nevertheless, following the United Kingdom's decision to leave the European Union, the country is assuming an increasingly important role as a European hub for non-life insurance and major players have established themselves in Luxembourg to continue to distribute their insurance solutions to European residents.

The fact that a large number of companies have chosen to settle in Luxembourg underlines the quality of the available resources and the regulatory framework. Within the meaning of the European Directives, so-called “non-life” insurance concerns property insurance, liability insurance and health insurance. Their commitments are essentially short-term, since they generally settle claims within a period of less than two years, with a few exceptions such as civil liability, surety or construction insurance. Their clientele consists of households and businesses.

Their activity encompasses both motor and health insurance contracts and the coverage of more specific risks related, for example, to maritime and air transport, or even operating losses related to a natural disaster or a cyberattack. As such, Luxembourg is a major player in pan-European life insurance. Unlike neighboring countries, and like other countries with a narrow domestic market such as Switzerland, Luxembourg is internationally oriented.

The Luxembourg regulator used the European Directives on the freedom to provide services from the beginning of the 1990s to provide insurers with a framework enabling them to serve other European countries. Today, most companies established in Luxembourg that work under the freedom to provide services have more than 20 years of experience, and therefore unique expertise in Europe. The unit-linked life insurance contract taken out in Luxembourg combines the advantages of Luxembourg prudential law and the civil and tax specificities of the subscriber's country of residence. International companies from all over the world have established around 200 reinsurance companies in the Grand Duchy.

The ACA has among its members 16 reinsurers, among the very big names in reinsurance at the international level. The stability of the economic, political and social environment, intransigent legislation on the protection of consumer rights and the fact that the country is a breeding ground for financial and linguistic skills make Luxembourg attractive for foreign insurers. This is evidenced by the presence of the main foreign groups.

There are many reasons for choosing Luxembourg life insurance: In addition to these assets specific to Luxembourg, the European Union has been working since the early 1990s to create a Single Market. This materializes in the European passport and translates into the freedom of establishment of companies as well as the freedom to provide services (LPS) within the European zone.

This construction was carried out in stages and is framed by Community instruments. European consumers can now freely choose their insurance product in any of the countries of the Union. Luxembourg insurance companies that offer solutions under the freedom to provide services or internationally have the only common denominator is their expertise. They are very diverse, from the Luxembourg company to the subsidiary of a large foreign group (French, German, English and other), from the company which has 20 employees and serves 3 markets to one which employs 400 people and serves more than around 20 different markets. They are all subject to the same obligations and monitored by the Commissariat aux Assurances.

Professionals in the Luxembourg insurance sector have unique experience in Europe in the design of asset solutions to respond to the issues faced by multinationals and internationally mobile people. Thanks to the reinsurance system, the insurer will insure itself against the risk it insures in the contract it has signed with the policyholder. This means that if the risk occurs (such as the death of the insured, for example), the insurer will have to pay the benefit to the beneficiary and will be reimbursed by the reinsurer (either partially or in full depending on the reinsurance contract put in place ). Reinsurance is an international business.

It is the insurance of insurance companies. To be able to play their role as regulators of major global catastrophes, reinsurers must spread their exposures on a global scale. By reinsuring most global insurers, reinsurers are able to pool and balance their risks across the globe.

Reinsurers protect insurers against abnormal frequency or intensity of claims. There are different types of life insurance depending on the wishes and profile of the policyholder. So-called “classic” life insurance offers a certain security and provident insurance, while so-called “savings” insurance offers greater flexibility. Reinsurance consists of the reinsurer's participation in the technical inflows (premiums) and outflows (claims) of the insurance company. In return, the insurer will have to pay the reinsurer reinsurance premiums.

In a simplified way, these premiums are financed by reinsurance costs which are included in the premium paid by the customer. Luxembourg has been chosen by a large number of foreign insurers (particularly European ones, historically due to geographical proximity) as a bridgehead for distributing their LPS insurance products throughout the European Union, which testifies to a certain competence in the matter and to a favorable and controlled framework.
