By law, every business or organisation that sells or supplies alcohol must always have a properly qualified person in charge. The prescribed qualification is the Licence Controller Qualification (LCQ), and it must be held by people applying for or renewing their Manager’s Certificate in order to demonstrate recent and relevant training as set out in the Sale and Supply of Alcohol Act (2012).

If you are employed in a place where alcohol is served or sold, you can get your NZQA unit standards 4646 & 16705 online with ServiceIQ. Once you have achieved these, you will be awarded the LCQ and can apply for your Manager’s Certificate.

Depending on the level of prior knowledge, you can complete LCQ@work online in a day. ServiceIQ assessors then review the completed assessments. If there are no issues identified, the unit standards and digital LCQ Certificate are awarded and sent within 20 working days.

How to access LCQ@work

Register online for a free ServiceIQ account, then complete the registration form. Our team will check eligibility, confirm ID and employer, and get back to people in 1 to 3 working days. When you receive email notification, login to your account and use a credit card to purchase the online LCQ@work resource module and assessment package ($150+GST). You can get started whenever suits. Payment is non-refundable and non-transferable.

People can leave the module and return to where they left off at any time. However, they need to complete the module within four months, or it will expire and would need to be re-purchased. Note: to make the purchase, you need to be logged on as the person doing the online LCQ programme.

Computer requirements

Who needs an LCQ?

Anyone working as a manager of a licensed premise must hold the LCQ. Many people have it, even if they’re not a manager.

How can I get a Manager's Certificate?

People already employed can complete LCQ@work online with ServiceIQ. People not employed where alcohol is supplied or sold will need to take a course offered by a provider.

Once a person has gained the LCQ, they apply for a Manager’s Certificate at their local council.

How do I know if I have the unit standards?

Call NZQA on 0800 697 296 or log on to www.nzqa.govt.nz to access your Record of Achievement (RoA) and see if you have these unit standards.

How much does ServiceIQ’s LCQ@work programme cost?

Do I physically have to be in my workplace when accessing the LCQ@work module?
