Morgan had wanted to lead England at the T20 World Cup in Australia later this year but the 35-year-old has struggled with form and fitness over the last 18 months, prompting a change of heart.
He led a one-day series in the Netherlands this month but his duel issues were exposed as he was dismissed twice for nought in high-scoring matches before missing the concluding game with a groin niggle.
Morgan will confirm his decision to retire from international cricket in a press conference at 2pm on Tuesday, live on Sky Sports News.
Jos Buttler is England's current vice-captain and has stepped in for Morgan when needed. Buttler's first assignment could be a high-profile series against India, comprising three T20s and three ODIs starting on July 7, before the same against South Africa.
Having replaced Sir Alastair Cook as white-ball captain prior to the 2015 World Cup in Australia, Morgan overcame an embarrassing group exit in that tournament and led a revolution in English limited-overs cricket.
The Dublin-born left-hander encouraged a bold, fearless brand of cricket that saw both the one-day international and T20 sides rise to the top of the world rankings, with the crowning glory of the World Cup win at Lord's in 2019.
Morgan made his ODI debut for Ireland in 2006 before switching allegiances to England in 2009 and will retire having played a total of 248 ODIs, scoring 7,701 runs with 14 centuries, as well as 115 T20Is, adding a further 2,458 runs and 14 fifties.
Morgan also scored two centuries in 16 Tests between 2010 and 2012.
"He has been short of form, short of fitness and there are other people now - there are so many white-ball batters who could be playing," Sky Sports' Nasser Hussain said. "It's not the 10 he is taking on the field with him, it's in the one he's leaving behind because he's in that spot, and Morgan will always think of that one.
"He has been our greatest ever white-ball captain. He's a World Cup-winning captain and he is a superb player.
"He was the one that was reverse-sweeping, reverse-scooping and playing all of these funky shots. He was way ahead of his time both as a player and as a captain."
As well as taking England to glory in the 50-over World Cup, Morgan also captained the side to the final of the 2016 T20 World Cup and the semi-finals of the 2021 edition of the tournament.
Kumar Sangakkara praised Morgan's leadership and the way in which he followed up his vision with actions.
"The players themselves have a huge loyalty to Eoin Morgan as a person, a captain and as their leader but at the same time, everyone's got an expiry date in terms of their career on the cricketing field," Sangakkara said.
"They would have all come to that realisation and Morgan being Morgan will have chatted, not just to his friends, but also his team-mates and not let it come as a surprise. I think that he's laid the foundations for something great.
"Every time Morgan played, trained or spoke he led by example, and it was an exciting example to follow. When the results started coming it was this lightbulb moment thinking, what have we been doing all of these years?
"What he's left as his legacy is going to stand England in the best of stead going through to the next World Cup in all formats of white-ball cricket, but you can also see the dividends it has paid in red-ball cricket.
"Eoin Morgan has done a huge amount of work and he's got a big role to play in terms of moulding the next generation of English players to come through the ranks. He's got a lot to offer in terms of experience and knowledge."
Michael Atherton agrees with Hussain and Sangakkara about the quality of leadership Morgan delivered for England, but also believes the timing is right for him to step aside.
"He created a one-day dynasty. Having taken over at a low point - the 2015 World Cup, which went badly - he decided it was time to change England's approach.
"For seven years, England have been as good at white-ball cricket as anybody. And that's the first time really you can say that about our one-day side.
"He will go down as one of England's most significant captains... But I think he has picked exactly the right time to go.
"He said the other day, 'I'm feeling old', and he told Middlesex he couldn't play two T20 games in succession. If you can't do that, how are you then going to captain in a World Cup when they come thick and fast?"

This practical book focuses on how to use Apache JMeter to meet your testing needs. It starts with a quick introduction on performance testing and then presents more in detail topics like recording test scripts or monitoring system resources. It also explores related activities like using the cloud for testing or extending Apache JMeter with plugins. You will also get the basic knowledge on how to use tools such as Vagrant, Puppet and Apache Tomcat.
This book is well written and provides a solution-oriented perspective on performance testing with JMeter with a use case that is explained throughout the book. I will recommend it to every software tester or software developer that needs to perform some performance or load testing activities. If you don’t want to install JMeter on your machine, you can also explore the free pricing options available from hosted load testing tools vendors that are based on JMeter in our article Free Web Load Testing Services.

At a very high level, performance testing is always almost conducted to address one or more risks related to expense, opportunity costs, continuity, and/or corporate reputation. Conducting such tests help give insights to software application release readiness, adequacy of network and system resources, infrastructure stability, and application scalability, just to name a few. Gathering estimated performance characteristics of application and system resources prior to the launch helps to address issues early and provides valuable feedback to stakeholders, helping them make key and strategic decisions.
Performance testing is usually a collaborative effort between all parties involved. Parties include business stakeholders, enterprise architects, developers, testers, DBAs, system admins, and network admins. Such collaboration is necessary to effectively gather accurate and valuable results when conducting testing. Monitoring network utilization, database I/O and waits, top queries, and invocation counts, for example, helps the team find bottlenecks and areas that need further attention in ongoing tuning efforts.
Monitoring servers during test executions helps identify potential bottlenecks in the application or system resources. It can draw focus to long-running queries, insufficient thread and data source pools, insufficient heap size, high I/O activity, server capacity inadequacies, slow-performing application components, CPU usage, and so on. All these are important to troubleshooting performance issues and attaining the targeted goals.
There will come a time when running your test plans on a single machine won’t cut it any longer performance-wise, since resources on the single box are limited. For example, this could be the case when you want to spin-off a thousand users for a test plan. Depending on the power and resources of the machine you are testing on, and the nature of your test plans, a single machine can probably spin-off with 300-600 threads before starting to error out or causing inaccurate test results. There are several reasons why this may happen. One is because there is a limit to the amount of threads you can spin-off on a single machine. Most operating systems guard against complete system failure by placing such limits on hosted applications. Also, your use case may require you to simulate requests from various IP addresses. Distributed testing allows you to replicate tests across many low-end machines, enabling you to start more threads and thereby simulating more load on the server.
