Are you angry to have received an NCP Parking Charge Notice? If so, you need to know what you can do to fight back, including details on the NCP appeals process. We get into the details here.

NCP is one of the UK’s largest car park operators with a reported 150,000+ car park spaces available across all of their private car parks. The yellow and black NCP logo will be recognisable to motorists and many will have used an NCP car park at some time or another.

NCP provides a wide range of services within their private car parks, including security, payment solutions and parking fine enforcement.

In many circumstances, you could appeal your NCP fine.

It’s a bit sneaky, but last time I had a parking fine I paid £5 for a trial to chat with an online solicitor called JustAnswer.

Not only did I save £50 on solicitor fees, I also won my case and didn’t have to pay my £271 fine.

NCP ParkPass is a free app that you can download to an Android or Apple device. It is used to help you easily pay for parking at NCP car parks without needing cash. Moreover, NCP ParkPass users often receive an initial discount when they sign up to use the app.

Anyone who doesn’t pay the required parking ticket in an NCP car park will be served a parking fine called a Parking Charge Notice. This fine might be stuck to your windscreen by NCP staff, or it could be sent in the post if the contravention was seen on camera.

These private car parking fines aren’t the same as Fixed Penalty Notices issued by the police or the similar-sounding Penalty Charge Notices by local councils. They should be dealt with differently.

All private car parking fines outside of London are now capped at £50. This is a significant reduction from the previous cap, which was set at £100. Inside London, private car parking fines can be a little more expensive. This means anyone receiving a Parking Charge Notice from NCP outside the capital can only be fined £50 at most.

And it gets better. Private car parking operators are obligated to offer motorists a minimum of a 40% discount for making a payment within 14 days. So even if your fine is £50, you can only be asked to pay £30 at the most within the first fortnight.

NCP parking fines can become enforceable if they take you to court and win. But before this stage, they aren’t considered proper fines. A Parking Charge Notice is more identical to an invoice you receive from a business than a real fine.

However, they have the right to send you a “fine” if you have ignored parking rules on their private land.

A number of things could happen if you ignore an NCP Parking Charge Notice, such as:

It’s most likely that you will receive threats of court action. These legal threats might be genuine, or they could be part of scare tactics to get you to pay quickly.

If NCP takes you to court and wins, the judge will order you to pay and there could be additional costs if it gets this far – and even more, if you ignore the judge!

But before you pay to prevent court action, there’s something else you need to know.

You can appeal an NCP Parking Charge Notice if you believe the parking fine is unjust or you have a good reason why it should be cancelled. If you win your NCP appeal then the parking fine will be cancelled and you won’t have to pay a penny.

You can appeal an NCP parking ticket via the official NCP website. You’ll need to enter your parking ticket number and provide good reasons (and possibly evidence) when submitting your appeal. NCP aims to respond to all appeals within 14 days.

If NCP agrees with your reasoning they can cancel the parking ticket and you won’t have to pay.

They typically respond to the appeal to your email address. Otherwise, you can request that they respond in a letter to your home address. They cannot respond over the phone.

NCP might reject your Parking Charge Notice appeal. But that doesn’t have to be the end of your parking ticket challenge. All NCP appeals can be escalated to an independent and unbiased service for a final decision. Escalating the appeal is free.

The independent service you must use when fighting an NCP fine is called Parking on Private Land Appeals (POPLA).

NCP is a member of the British Parking Association (BPA) and sits on its National Operators Group.

Because NCP is a member of this Accredited Trade Association (ATA), it gives motorists the right to escalate their NCP appeals to the independent tribunal. If the company wasn’t a member of the BPA or another ATA, escalating your NCP appeal wouldn’t be possible.

Appealing is a good idea if you have a good and honest excuse – and the required evidence when needed. It’s also free to make your appeal to NCP or POPLA.

However, appealing will likely cause you to miss out on the 40% discounted rate. So there is a decision to be made. The decision will likely come down to your confidence in getting the parking ticket overturned.

There are a number of good excuses to appeal a parking fine. One of them is known as the grace period. Private car park operators are supposed to give you a ten minute grace period to get to your car and exit the facility. If they issue the fine within this time you have a good chance of getting the fine withdrawn.

I haven't tried it, but this pysftp module might help, which in turn uses paramiko. I believe everything is client-side.

The interesting command is probably .execute() which executes an arbitrary command on the remote machine. (The module also features .get() and .put methods which allude more to its FTP character).
