I wouldn’t say it fully discourages people, but it does change their expectations. Highly ambitious professionals still apply, because the U.S. remains home to top tech firms and universities. But they no longer see it as a stable, long-term home. Instead, many view it as a stepping stone—get the experience, then move on to Canada, the UK, or back home to build a startup. So yes, instability has an impact. But instead of completely stopping applications, it shifts how global workers strategize their careers around U.S. immigration.
