The IPCC (Independent Police Complaints Commission) was replaced by the IOPC (Independent Office for Police Conduct) mainly because the IPCC was seen as too slow underpowered and not trusted enough by the public. Over time there were growing concerns that it couldn’t effectively hold police forces accountable especially in serious misconduct cases. The IOPC was created in 2018 with stronger legal powers a clearer leadership structure and more independence from police forces.
The idea was simple: rebuild public confidence by making investigations faster more transparent and more robust.
