This is not hard. I do it sometimes for quiet. You see the stories at the top of your feed? The little circles. Find the person you want to hide. Don't tap their picture. You must press on their picture and hold it. For like one second. A new menu will pop up from the bottom. It gives you an option that says 'Mute'. Tap on that one. Then, it will ask you if you want to mute just the story, or the story and posts. You can choose just 'Mute Story'. And that is all, eh? Now their story will be at the very end of the list and it is grey. They never know you did it.

It depends on your budget, mate. If you have lots of money, Pimlico is great. You can even walk to work. For something a bit cheaper, look south of the river. Places like Clapham or Balham are popular. They have a good vibe and quick trains into Victoria. Kennington is also a good shout. It is very close on the Victoria tube line and still a decent price.
