State electricity boards hire meter readers, linemen, clerks, and helpers. Many posts allow 12th pass. Some technical posts require ITI certificate, but clerical and meter reader jobs are open to all.

I applied for government driver job in health department. Process was simple: driving test and document verification. If you have license and skill, you can easily qualify. It is a good option after 12th.
