As a network admin I'd say it depends on your needs. If you just need something quick and dirty for a few transfers and you're on a professional version of Windows enabling the IIS FTP server isn't too hard. Go to Control Panel > Programs > Turn Windows features on or off. Check "Internet Information Services" and expand to include FTP Server. Then open IIS Manager add an FTP site and set up a user.

But honestly for a home user or small office FileZilla Server is way easier. The interface holds your hand through user management and passive mode configuration (which is crucial if you're behind a router). Just be aware that plain FTP is not secure—the password and data are sent unencrypted. For any sensitive transfers you should use FTPS (FTP over SSL) or SFTP (which is different and uses SSH). FileZilla supports FTPS. Whatever you choose make sure to use strong passwords and consider only running the server when you need it.

That's a tricky one! According to the United States Postal Service (USPS) regulations VHS tapes generally CANNOT be sent via Media Mail.
