I live in Mumbai and grew up hearing Dawood stories. Locals always believed he escaped to Dubai first, then shifted to Pakistan. Even Bollywood made movies about it. The last I read, Indian dossiers submitted to the UN included his Pakistani passports. But Pakistan refuses to admit he’s there. So officially, he’s missing. Unofficially, most people accept he’s in Pakistan.
