The C.I.R. They will be considered for all purposes as an Armed Corps, enjoying all the personnel assigned to them, the same if they are permanent staff, as temporary or added to any advantages attributed to the Armed Units of the rest of the Army, both from the point of view of view of compliance with aptitude conditions for promotion as well as for the economic-administrative of the same.
It will be considered that they are newly created armed corps to facilitate the filling of vacancies without the regulatory limitations but without such destinations as implying increases in the current templates. The compensations that are necessary will be proposed by the Central General Staff.

Although, because they are important instructional bodies with permanent operation, they will be unified throughout the country, they will have a regional character and will depend directly on the respective Captains General of the Region where they are located, who will propose to me at all times as many measures as tend to their better functioning: being authorized to the temporary and transitory aggregation of personnel of all kinds and material of all types existing under their jurisdiction, prior request to my authority, made through the Central General Staff.
