What is mloc in water bill?

[protected], I have downloaded the water bill from DJB site and found a. Please see the attached with current meter reading till date: 27-feb-2019 and water bill as well. I ,Sudhir Kumar received a bill from DJB with no current reading written on it rather there is a note in place mentioning locked meter (MLOC). Bill has been generated from average while meter is working and it's not mloc, so kindly stop this payment and take new reading from the meter and generate. According to data shared by the government, this is also the category with the highest number and percentage of households with bill arrears.
