In 2017 there were 21.59 million E-ZPass accounts among the 16 states that use the electronic toll collection system. About 80 percent of drivers on the New Jersey Turnpike and Garden State Parkway pay their tolls with E-ZPass. Suddenly a dollar here and there adds up to big money.

All New Jersey E-ZPass customers are charged a separate $1 monthly service fee and another $1 for bi-monthly statements, which are billed every other month.
The $1 monthly service charge was instituted in July 2002,” said Thomas Feeney, an NJ Turnpike Authority spokesman. “That has nothing to do with your account statement, though.”
The statement fee goes back to at least 2003, Feeney said. The Turnpike Authority runs the state E-ZPass group.
“It’s your choice whether you get it by mail or electronically. There is no difference in the cost,” he said.
Where N.J. drivers get a break.
Jersey drivers get a break because they don't have to buy an E-ZPass transponder. Other states take a big bite on day one, either by charging drivers a fee for transponders or requiring them to buy it outright.
Drivers who link their N.J. E-ZPass account to a bank account, credit or debit card essentially get a free tag, as long as they don’t lose it. Even cash customers pay less, posting a $10 tag deposit in New Jersey when they open an account.
New York State also gives it's E-Zpass drivers a similar break as New Jersey, waiving transponder fees except for cash and check customers.
What are other state's fees?
Other states charge a variety of monthly E-ZPass fees.
Similar to New Jersey, Delaware also charges a $1 monthly fee or $8 a year for emailed statements. Drivers can avoid it by opting to get quarterly statements. The Port Authority of New York and New Jersey charges its E-ZPass customers a $1 per month service fee.
New York State charges E-ZPass customers a $6 annual fee for monthly statements. Pennsylvania charges a $4 a month fee for printed statements for every three E-ZPass transponders a customer has. Account information is available on line for a limited time period.

Drivers in several neighboring states have to pay for an E-Z Pass transponder on day one.

Other states have ditched some fees to encourage more drivers to use E-ZPass. In some states, that is a prelude to the beginning of cashless tolling
Maryland and Virginia both eliminated their transponder fees. Maryland officials axed a $7.50 transponder fee in May that officials estimated would save drivers $46 million. The transponder fee had been reduced from $16.
In 2014, Virginia eliminated a 50 cent per month E-ZPass transponder fee when Gov. Terry McAuliffe signed a bill ending it.
