Historians such as Suetonius and Cassius Dio say that while Rome burned, Nero dressed as the Sack of Troy and sang a song. According to Tacitus, Nero was in Antium at the time of the fire, and that he was playing the lyre and singing while the city burned. Popular imagery has depicted Nero playing the lyre while Rome burned.

Finally, the only other comment on the size of the fire is an interpolation from the fourth or fifth century, appearing in a spurious Christian letter supposedly sent by the philosopher Seneca to Paul, stating that "one hundred thirty-two houses and four blocks of buildings have burned in six days; on the seventh the fire stopped.”

A tenth of the city would have burned if it had been burned. The Christian tradition tends to focus more on the martyrdom of Christians in the secondary sources.

Nero ran out of his own money to help those affected by the fire, and he returned to Rome to organize an aid and relief plan. Nero accused the Christians of being behind the fire because of the very social customs of the time, and because of the climate of frustration after the fire.

The possibility that a group of radical Christians or Jews started the fire has been discussed without reaching any definitive conclusion; Suetonius, Pliny and Tacitus himself mention the supposed tension and climate of discontent within the Jewish community in Rome, which would have led Nero's ancestor, Emperor Claudius, to expel the Jews from Rome about 8 years earlier (according to Suetonius , "led by a certain "Christos"").
