    Ah, you cannot permanently mute someone, I'm afraid. This is a design choice by Google. When you mute a participant, they can always unmute themselves again. It can be quite frustrating, I know. If someone is truly being disruptive, your only option is to remove them from the call. That is the only permanent solution.
