I had this issue! The Control Panel method mentioned by the other user is the most common fix. Another quick thing to try is using the keyboard shortcut Windows Key + X, then press U, and then S. This should immediately put your computer to sleep. If that works, then the function is there, it was just hidden from the menu. Also, if you're using a laptop, make sure your lid close action is set to sleep (in the same Power Options menu). Cheers!
