A metropolitan area includes a core city as well as nearby communities, making it a larger settlement of people.A city is any urban settlement that is larger than a town and can function on its own with a government and other public services.

A multicity area with more than 10 million people is called a megalpolis.

They are probably the same...The metropolitan area is an extremely large and densely populated area while the city is a small town with less population than it.
