You can do this in the settings. Go to Settings, then "Network & Internet". Click on your connection type, like Wi-Fi or Ethernet. Look for "Change adapter options". Right-click your network adapter and choose Properties. Find the item "Internet Protocol Version 4 (TCP/IPv4)" and click Properties again. From there you can enter your new IP address, gateway, and the DNS numbers. Just click OK to save everything when you're done.
