I think it means how easy it is for someone to start a business there. India has worked on this a lot. Their world rank got much better in recent years. The government made many rules simpler. Like, for example, starting a new company is faster now. Paying taxes is also easier. And getting things like electricity or building permits is not as hard. So it has improved quite a lot. It is getting better for business people who want to work in India.
