“In this regard, it is to state that GUVNL is in receipt of approval from Honorable GERC allowing recovery of additional FPPPA of Rs 0.2 per unit, out of unrecovered FPPPA of financial year 2021-22, effective from May 1, 2022,” stated an official communique to the four state discoms on Wednesday.

“In view of the above, it is requested to recover FPPPA at Rs 2.5 per unit from all categories of consumers except agricultural consumers as the government is providing subsidy for the FPPPA charges applicable to agricultural consumers,” the release adds.

“In the last two months FPPPA has gone up by 30 paise per unit. This will put a burden of Rs 270 crore per month and Rs 3,240 crore annually on power consumers in Gujarat,” says KK Bajaj, an electricity regulatory expert who attends tariff petition hearings at GERC.

Gujarat government has been forced to increase fuel surcharges as increasing power tariffs could become politically sensitive, especially in a year when assembly elections are due in Gujarat.

“Government claims that it has not increased power tariffs in Gujarat in the last six years. But they have increased indirectly by raising FPPPA charges,” Bajaj added. At the beginning of 2016, the FPPPA stood at Rs 1.35 per unit as fuel surcharges that are added to the electricity bills of consumers have risen by 85 per cent in the last six years.

The order for FPPPA increase passed by GUVNL is applicable across Gujarat except parts of cities like Ahmedabad, Gandhinagar, Surat and Dholera SIR where Torrent Power is supplying power. From April 2022, Torrent is charging Rs 2.31 per unit for Ahmedabad and Gandhinagar customers and Rs 2.27 per unit for Surat. Last year, the FPPPA charges for Torrent Power customers stood at Rs 2.11 per unit for Ahmedabad and Gandhinagar and Rs 2.07 per unit for Surat.

जिसका लोड 5 किलोवाॅट है, उसे ढाई महीने में सिर्फ 31 रुपए 25 पैसे का फायदा होगा। जिनका बिजली का लोड 3 किलोवॉट है, उन्हें महीने में सिर्फ साढ़े 7 रुपए की बचत होगी। पब्लिक को इतनी ‘भारी’ छूट देने से पहले प्रशासन के अफसरों ने यह नहीं सोचा कि इस बचत में तो 10 रुपए का बिस्कुट का पैकेट भी नहीं आएगा। प्राइवेट स्कूलों की फीस से छूट देने को लेकर पेरेंट्स कई दिन से प्रदर्शन कर रहे हैं। लेकिन इनके बारे में कोई राहत का फैसला नहीं हो रहा। चंडीगढ़ प्रशासक वीपी सिंह बदनोर ने शुक्रवार को बिजली बिल पर प्रति माह प्रति किलोवाॅट लोड पर जुड़ने वाले फिक्सड चार्जेज पर 25 फीसदी छूट देने का एलान किया। इसका ज्यादा फायदा इंडस्ट्री को होगा।

ये होता है फिक्स्ड चार्जबिजली विभाग कंज्यूमर से दो प्रकार के टैरिफ लेता है। इनमें एक तो सीधा मीटरिंग से कंज्यूम करने पर बिल दिया जाता है, जबकि फिक्स चार्ज ट्रांसफार्मर, लाइनें बिछाने को कंज्यूमर से प्रति किलोवाॅट के लोड अनुसार लिया जाता है। फिक्स चार्ज पर ही 25 फीसदी छूट दी गई है।

इंडस्ट्री को फायदा ज्यादा : हर महीने के बिजली बिल में 5 से 25 हजार तक की बचत

समझिए इंडस्ट्री को फायदा ऐसे1. जिस इंडस्ट्री का लोड 500 किलोवाॅट है, उसे 200 रुपए प्रति किलोवाॅट के हिसाब से लगने वाले फिक्स्ड चार्ज पर 25 फीसदी छूट दिए जाने से हर महीने 25 हजार का फायदा होगा। यानि ढाई महीने में 62 हजार 500 की छूट मिलेगी।2. जिस इंडस्ट्री का लोड 100 किलोवाॅट है, उसे हर महीने 5 हजार का फायदा होगा। ढाई महीने में 12 हजार 500 की बचत। 3. स्माॅल पावर वाली इंडस्ट्री जिनका लोड 60 किलोवाॅट है, उन्हें प्रति माह 450 रुपए की छूट मिल सकेगी। ढाई महीने में 1125 रुपए की बचत।4. मीडियम इंडस्ट्री 100 किलोवाॅट के लोड पर 200 रुपए प्रति किलोवाॅट से प्रति माह के 20 हजार फिक्स्ड चार्ज बनते हैं। दो महीने के बिल में 40 हजार रुपए चार्ज बनता है। इसपर 25 फीसदी छूट मिलने से दो महीने के बिल में 10 हजार रुपए का फायदा होगा।

डोमेस्टिक

डोमेस्टिक पर हर महीने 10 रुपए प्रति किलोवाॅट फिक्स्ड चार्जेज लगते हैं। जिस कंज्यूमर का 3 किलोवाॅट लोड है, उसे हर महीने 30 रुपए और दो महीने के आने वाले बिजली बिल में 60 रुपए फिक्स्ड चार्ज जुड़कर आने थे। लेकिन 25 फीसदी छूट दिए जाने पर दो महीने के बिल में 15 रुपए की छूट मिलेगी।

ऐसे समझिए

जिस कंज्यूमर का बिल 2251 रु. मई माह में आया था, वह अब 2231 रु. आएगा। अगर बिजली की खपत पहले जितनी है तो।

कमर्शियल

कमर्शियल कंज्यूमर जिसका लोड 40 किलोवाॅट है, उसे फिक्स्ड चार्ज प्रति किलोवाॅट 100 रुपए से प्रति माह 4 हजार देने होते हैं। उसे 25% छूट मिलने पर हर महीने एक हजार का फायदा मिलेगा, जबकि दो महीने के बिल पर दो हजार की छूट।
