SSC exams like GD Constable also offer a lot of vacancies for 12th pass. These are for paramilitary forces and have huge intake. So I would say three exams are best for 12th pass: CHSL, MTS, and GD Constable.

From my experience, SSC MTS has very high number of seats compared to other exams. But job role is different. If you want clerical post, then CHSL is better. Both exams are suitable for 12th pass candidates. Vacancies depend on government requirements each year.

SSC CHSL is the most popular exam with thousands of vacancies for LDC, DEO, and assistants. SSC MTS also has large numbers, but CHSL generally tops the list. Every year, lakhs apply, so competition is very high. If you are 12th pass, this is your main exam to target.
