Yes, it is free. If someone asks you for money to make your card, it’s fraud. We had one such case in my town where a private agent was charging ₹200 for Ayushman card. But at government CSC, it is totally free.

Just a note: not everyone can apply. This scheme is targeted at economically weaker sections. So if you are in the SECC 2011 database or hold a ration card under NFSA, then only you can get it. Check your eligibility first before wasting time.
